You can't go wrong with a Rubicon Express 3.5" Superflex (front and rear upper and lower control arms) setup, front adjustable panhard rod, rear panhard rod drop bracket, SYE and CV Driveshaft.
Not sure if you will get away without extending front and rear brake lines, but Rubicon Express does extended lines with the correct fittings.
Wooders on this board will be able to help you source the parts.

These are some rough figures, not from any particular source, just out of my head.
Just guessing at the approximate costings:
Shocks = $175 ea x 4 = $700 (depends upon brand this is roughly what Rancho RS9000s will sting you)
Springs = $200 ea x 4 = $800 (don't think price varies too much in different heights)
RE Superflex CA's = $450 pair x 4 = $1800 (can get away with only 2 pair of uppers)
Front Adj Panhard Rod x 1 = $400 (price varies according to strength)
Rear Panhard rod drop bracket = $50
SYE x 1 = $700 (price varies on which one you buy)
DS x 1 = $700 (price varies on which one you buy)
Total = $5150
Remember you Jeep can be built up in stages to get what you want :-)
When bought in a kit price is reduced, try http://www.wooders.com.au/
for an accurate quote.
JMHO
what would you prefer rancho or old man emu?

I've never had OME so can't comment on them, I have Rancho's and like the adjustability. Many people run OME with Rubicon Express Springs so can't be a bad thing. Rubicon Express have shocks available as well.
What colour do you like!
